  **E-invoicing systems enforced to date**<br />
  Central government has received e-invoices since 1 April 2019, extended to all contracting authorities from 1 April 2020, both under Act 241/2019 (implementing EU Directive 2014/55/EU). Since 1 April 2021, public bodies may only accept EN 16931-compliant invoices. The Finnish State Treasury (Valtiokonttori) has been Finland's national Peppol Authority since 2022, and central government purchases have required Peppol e-ordering since 1 April 2024. B2B e-invoicing remains voluntary, but businesses with turnover above EUR 10,000 have a statutory right to request e-invoices from their suppliers.

<Update label="1 April 2019" tags={["B2G"]}>
  **Central government e-invoicing mandate**<br />
  Act 241/2019 (Act on Electronic Invoicing to Public Procurers and Contracting Entities) takes effect, requiring central government bodies to receive electronic invoices.
</Update>

<Update label="1 April 2020" tags={["B2G", "B2B"]}>
  **Mandate extended to all contracting authorities; B2B right to request introduced**<br />
  All Finnish public contracting authorities must now receive e-invoices. In parallel, businesses with an annual turnover above EUR 10,000 gain a statutory right to request e-invoices from their suppliers.

  **EN 16931-only acceptance**<br />
  Public bodies may only accept invoices compliant with the EN 16931 European standard, tightening the April 2019/2020 mandate.

  **ViDA harmonized digital reporting (EU-wide)**<br />
  The EU's VAT in the Digital Age (ViDA) initiative is expected to introduce harmonized Digital Reporting Requirements across member states, extending real-time e-reporting obligations to Finland's intra-EU B2B transactions.
